Selected applicants must sign the linked Financial Support Agreement. Its cost clause transposes Article 6 of the underlying Grant Agreement; costs or contributions declared ineligible are rejected. This establishes the governing eligibility framework, not a call-specific list of eligible occupations or a payroll reimbursement rate; the underlying option-specific Annex 2 rules were not resolved here.

Eligible costs follow the Horizon Europe Model Grant Agreement. Subcontracting may cover only a limited part of the action, cannot replace beneficiaries’ own capacity to implement it, and a high subcontracting share is unlikely to be evaluated positively.
