Each application addresses one topic. Same-loan activities submitted at one cut-off form one proposal. Multiple genuinely different project proposals allowed; very similar proposals cannot be evaluated separately. PartB must describe measurable transition impact and PartC relevant GHG, gender-disaggregated job creation and people-reached KPIs. These outcome KPIs are not advertised jobs or staffing entitlements.

Submit completed Financial Information File with calculator, relevant Input Sheets and financial analysis. For framework sets, use inputs for each project/type. Calculator requested grant G16 equals loan G13 multiplied by grant rate G14 (or Other G15). Use EUR, identify exchange rate when national currency is source, use constant values or disclose nominal inflation, and explain differences from simplified business plan. Reference5–50years is economic analysis horizon, not grant duration; 4% is a benchmark discount rate, different justified rates allowed.

Evaluation-procedure complaints follow the deadlines and procedures in the evaluation-result letter. A notification not opened within10days after sending is deemed accessed; deadlines run from actual opening or deemed access. Electronic complaints may have character limits. Kwalifikowalny zakres projektu

Public sector sustainable investment addresses social, economic and environmental transition challenges for Territorial Just Transition Plan territories and projects lacking sufficient revenue to cover investment costs. Scope includes renewable energy/green mobility and hydrogen, efficient district heating, public research, digitalisation, waste/water, energy efficiency/building conversion, urban regeneration, circular economy, ecosystem restoration/decontamination under polluter-pays, biodiversity, up/reskilling/training and care/social housing. Cross-border resilience infrastructure and other sectors consistent with the approved plan may qualify.

Kwalifikowalny zakres projektu

Standalone projects must qualify for an EIB or EIB-financial-intermediary loan. Grant and loan applications are separate and loan lending policy applies.

Niekwalifikowalny zakres projektu

Activities must comply with polluter-pays, Paris Agreement and do-no-significant-harm principles, covering climate, water/marine condition, materials/resources/waste, pollution, ecosystems/habitats/species. EU values, equal treatment, accessibility and applicable law apply; proposals describe complementarities with other EU-funded projects.

Niekwalifikowalny zakres projektu

Excluded: nuclear station construction/decommissioning, tobacco production/processing/marketing, undertakings in difficulty except the stated temporary-State-aid or energy-cost de-minimis exceptions, and production/processing/transport/distribution/storage/combustion of fossil fuel.
