Ograniczenie dotyczące wnioskodawcy

Only a municipality (gmina) located in the Mazowieckie Regional Region (RMR) may apply; maximum one application per municipality. This is the RMR call, separate from the Warsaw Capital Region call.

Kwalifikowalny zakres projektu

This call supports development of existing CUS-delivered social services in local communities. Permitted EFS+ service fields are limited to family/foster care; support for people with disabilities, older people, homelessness/housing exclusion; vocational activation; supported/training/service-supported housing (no building, purchase or adaptation of new housing); social-professional reintegration; health services excluding pharmacological treatment, care services and support for informal carers.

Rodzaj umowy o pracę

The regulation defines project personnel as people engaged under an employment relationship and volunteers under the cited law; it also includes a self-employed natural-person beneficiary and collaborators as defined by social-insurance law. People engaged under civil-law contracts are generally treated as contractors providing a commissioned service, not project personnel. These general categories do not establish a specific contract for any named CUS role.

For service support through an existing CUS, the applicant must engage an organizer of social services (OUS) and coordinators of individual social-service plans (KIPUS), in numbers adapted to local circumstances; no numeric headcount minimum is stated. Separately, the applicant may allocate at least 30% of planned service-financing funds to commission service delivery from NGOs or social-economy entities (PES), with the selected commissioned services identified in the application budget justification. This is a service-procurement share, not a personnel payroll share.

Indirect costs are reimbursed only as a flat rate calculated on direct costs: 25% when direct costs ≤ PLN 830,000; 20% when > PLN 830,000 and ≤ PLN 1,740,000; 15% when > PLN 1,740,000 and ≤ PLN 4,550,000; 10% when > PLN 4,550,000. The ranges are distinct at exact thresholds.

Pay for work or hourly pay of people directly providing social services in the project cannot be below the statutory minimum wage/minimum hourly rate; the rule does not apply to unpaid services. The call states no numerical rate amount.

Koszt kwalifikowalny

For CUS established under POWER, the call expressly permits funding costs associated with providing the services, including service costs and remuneration of the social-services-organizing team and the local-community-organizer position. It excludes routine CUS operating costs such as office rent and accounting and prohibits double financing. The call does not say this creates a new hiring requirement or identify staff counts.

Eligible project-personnel remuneration components include gross pay, employer-incurred costs, bonuses and awards associated with project delivery, consistent with the beneficiary’s internal rules. The application must state the engagement form, estimated workload (FTE/hours), and justify proposed pay using the beneficiary’s customary pay practice for the position, labour-law rules or public statistics. Eligibility is assessed during selection and implementation.
