Type 3 supports local adult-learning initiatives through Local Knowledge and Education Centers (LOWE): preparation/opening/operation, community-needs diagnosis, adaptation/equipment, outreach and direct learning support for adults.

The official WUP call page labels the combined maximum as 95% (EFS 85%, BP 10%). The 95% is the combined public co-financing ceiling, not an EU-only rate.
