The heads of state-budgetary units submit requests to the Fund by 31 March of each year preceding the budget year in which task financing begins.

The 2024 form lists attachments for the applicant’s legal status and representative authority, a certificate concerning environmental-use fees, declarations on other public funding, project funding sources, VAT eligibility and statutory task scope. It requires copies to be certified by legally authorized persons and says the Fund may inspect an editable electronic copy of the application. The form does not make this packet a project-specific attachment checklist.

The 2024 general application form likewise says that when the request meets public-aid criteria, the public-aid part supplements the general application. State-budgetary units may seek funding for environmental-protection and water-management tasks in fields identified on the Fund website. The current forms tab links the PJB procedure for 2019 and subsequent years; this review covers its general application/selection and disbursement steps, but not the separate field-specific Part B technical forms.

The current PJB procedure says the Supervisory Board sets the Fund’s annual amount for PJB tasks in the state-budget reserve for the next budget year; on a justified Management Board request, this amount may be changed within that budget year. Positively assessed requests are ranked/listed within the planned PJB limit, with budget-section administrators involved before Management Board decisions. No annual allocation amount or remaining balance for a specific year is established by this packet.

The procedure says formal and substantive review of a registered application is carried out within 21 days of receipt. Project lists for the next budget year are prepared for Management Board approval no later than 25 May, then agreed with the relevant budget-section administrators; the Management Board decides on tasks on agreed lists. The procedure notes the budget-law planning calendar can change these dates and that the Fund will announce changes on its website.

The procedure requires a completion report after the task ends, or a partial progress report by 15 January following the budget year when the task continues beyond that year. The PJB must also submit documents confirming task completion under its agreement.

After a task is placed on an approved list and under the resulting agreement, the PJB unit submits three copies of its reserve-release request on the relevant budget-section administrator form. If that budget section has no applicable template, the Fund accepts the Ministry of Climate and Environment model linked from its forms tab. The request is due at least 60 days before the planned contractor payment and must include settlement documentation for any prior advance. These are post-award disbursement steps, separate from the 31 March annual application deadline.

The procedure states that the Fund verifies a reserve-release request within seven working days. After positive verification, the request requires Fund Management Board approval; the accepted form is forwarded to the budget-section administrator and PJB head, and the Fund transfers the amount to the Ministry’s budget-income account within five working days after acceptance. This describes the procedural sequence, not a guaranteed funding date or current reserve availability.

Board Resolution 51/2026 §12(4) refers eligible-cost treatment to guidelines adopted by the Management Board. The linked PJB procedure and forms likewise do not enumerate project-specific eligible cost categories; the applicable detailed guide and field-specific Part B requirements must be applied to the actual task. No cost item, personnel category or salary eligibility is asserted in this partial route review.
