Costs must be incurred during the project, be budgeted, necessary, identifiable and verifiable in the beneficiary accounting records, compliant with applicable tax/social law, and reasonable and justified under sound financial management. Personnel costs for employees under an employment contract or equivalent appointing act assigned to the project are eligible, comprising actual salaries, social security contributions and other statutory remuneration costs. Natural persons under other contracts can be treated as personnel only if they work under beneficiary instructions and the work result belongs to the beneficiary; otherwise payments fall under subcontracting.

The call requires the 2026 per-day personnel unit costs in its country-by-role table when estimating and declaring personnel costs; each day is eight working hours, the rate follows the country where the partner organisation is registered, and timesheet/supporting evidence may be requested. Public officials’ salary costs are direct only to the extent they relate to activities that the beneficiary public authority would not carry out absent this project.

Only ancillary and assistance tasks may be subcontracted; core tasks cannot be subcontracted. Subcontracting must be limited, justified, budgeted and approved before agreement signature. Procurement implementation contracts for services/goods/equipment must follow best-value-for-money or lowest-price rules, avoid conflicts, and retain tendering documentation.
