Eligible project-partner legal forms include public authorities/public-law bodies and their associations, EGTCs, SME associations and clusters, chambers of commerce, trade unions, NGOs, other qualifying public/private entities, and SMEs. Normal location is within the Programme area; justified EU organisations outside the area may qualify.

This is partner eligibility; lead-partner eligibility is a separate, narrower rule. The Manual says applicants outside the Programme area in EU Member States need special agreements and early Secretariat consultation.

Kwalifikowalny zakres projektu

Measure 1.1 digitalisation projects must deliver at least one jointly developed solution and contribute to one or both call-specific indicator sets: public digital service institutions (RCO14/RCR11) and enterprises receiving non-financial support (RCO04).

When actual staff costs are claimed, salary amounts must correspond to the partner’s regular levels for similar positions or similar qualifications; contract/job-duty and staff involvement documentation is required. No call-specific job title, headcount, FTE or salary amount is fixed.
