The criteria define professional qualification and competency development in educational-vocational guidance for career counsellors, teachers, pedagogues and psychologists as a supported project activity, complementary to support from national programmes. These staff are beneficiaries of staff-development activity; this does not imply that their payroll is funded or that they are project hires.

Comprehensive vocational-school development programmes supporting students’ educational/career decisions; school cooperation with employers, universities, labour-market institutions and listed career-development partners; supplemental career-guidance upskilling for counsellors, teachers, pedagogues and psychologists; and engagement of parents/guardians. This is activity scope, not a required hiring roster.

External contractors’ education classes in public schools are supplementary to assigning the work to qualified teachers and are limited to cases where the activity does not require qualified teachers.
