The criteria define professional qualification and competency development in educational-vocational guidance for career counsellors, teachers, pedagogues and psychologists as a supported project activity, complementary to support from national programmes. These staff are beneficiaries of staff-development activity; this does not imply that their payroll is funded or that they are project hires.

Comprehensive vocational-school development programmes supporting students’ educational/career decisions; school cooperation with employers, universities, labour-market institutions and listed career-development partners; supplemental career-guidance upskilling for counsellors, teachers, pedagogues and psychologists; and engagement of parents/guardians. External contractors’ education classes in public schools are supplementary to assigning the work to qualified teachers and are limited to cases where the activity does not require qualified teachers.
