The route regulation requires a suitable current form and complete application plus required formal and additional attachments through the Beneficiary Portal. The regulation permits a qualified electronic signature; if the applicant cannot use that signature, it permits a Portal submission of a hand-signed scan.

A timely application must use the appropriate form and include the formal attachments (itemised financial schedule; evidence/declaration of own or other-source funds; representation authority; and legal-status records except for local-government units) plus the additional conference documents listed in §4: programme and planned presenters with qualifications/institutions; technical specifications for conference materials; fee amount/use; and online-transmission technical cost specification. The complete documents must be signed in one of the forms specified in §§1 and 4.

Applications undergo formal and merit assessment. If the Fund requests supplementation, only one supplement is permitted, within 10 calendar days of receipt; late documents are not considered. The Fund Board decides after assessing a complete application and notifies the applicant of approval or rejection. Submission creates no entitlement to a grant, and an award may be below the requested amount; the decision is not appealable.

The route is for environmental education of adults through seminars, symposia and conferences promoting environmental protection, sharing research results, or presenting current ecology issues.

Formal assessment checks consistency with the priority list, required form and completeness/signatures/attachments, applicant eligibility and task-purpose consistency, non-completion before application, and consistency of the requested funding form/rate. Merit assessment considers regional significance, content of conference materials, reach/accessibility, prior environmental-education experience, total task cost and co-financing from other sources.

The recommended EE 3.1 output measures include number of conferences, papers presented, and printed/electronic materials. The recommended evidence includes attendance-list declaration, sample material and electronic material; these are recommendations for output documentation, not eligibility conditions.

If a conference fee is charged, the settlement must report revenue (including the grant) and task costs; any excess of revenue over costs reduces the grant.

Listed eligible costs include preparing/presenting papers; substantive conference and post-conference print or electronic materials; room and audiovisual hire; interpretation and booths/headsets; online transmission; multimedia materials; seminar/conference moderation; informational print; catering; field-session transport and guides; promotional activity; remaining personal costs (including volunteer contribution); and in-kind own contribution.
