Gminas not already acting as Czyste Powietrze operators may arrange an operator agreement with their regional WFOŚiGW; the national extension post states a deadline of 31 December 2026.

The agreement settles the gmina for qualifying operator work: PLN 500 per qualifying enhanced/highest-level support agreement concluded with operator help (stage I); PLN 1,200 after the Fund makes final payment for each fully completed qualifying project with direct operator help (stage II). Payment is to the gmina for operator services, not a worker’s salary or the homeowner’s grant. A stage-II-only start is allowed if operator help begins before the first payment application; only the stage-II settlement applies.

The municipal operator agreement organizes two stages of resident support: stage I covers identification, initial guidance and support through application/award contracting; stage II covers implementation support, payment applications, documentation and completion. Tasks may run concurrently; the agreement does not require stage I to finish before stage II begins.

WFOŚiGW must train gmina employees who perform the operator duties on the programme knowledge needed for those tasks and provide refresher training when justified. The agreement sets no formal degree or professional certificate threshold in the reviewed clauses.
