Conditions11

Facts we extracted from the source documents. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.

Applicant type
This loan route is for national parks. The programme makes the liquidity-preservation loan option exclusively available to national parks; the call announcement identifies national parks as beneficiaries.
Application restriction
Applications use the call-specific form in GWD with an electronic signature. If the applicant cannot use that signature, it must also send the generated signed printout and representation-authorized declarations. Only one application per same applicant, same project and same financing form is processed; the first received application takes precedence.
Application restriction
Access criteria include the deadline and call form; completeness and valid signature; park beneficiary and eligible project type; no applicant-caused NFOŚiGW termination in the prior three years except mutual agreement; no specified public or civil arrears; project not completed before filing; compliance with programme periods and financing form/intensity; and an underlying FEPW/FEnIKS project included on the approved project list or selected for funding. Loan applications do not undergo financial assessment.
Application restriction
The exact 2026 national-park loan route is scheduled for continuous intake from 1 April 2026 through 30 June 2027. The local source row was captured open on 23 October 2026; no live GWD check was made.
Application restriction
Before the NFOŚiGW loan agreement, the applicant must have an FEPW/FEnIKS project funding agreement and submit the Minister of Climate and Environment’s consent to incur the loan. The programme also requires the applicable NFOŚiGW co-financing grant agreement for the project.
Eligible project scope
The route applies to specified FEPW/FEnIKS projects implemented through NFOŚiGW: FEPW.02.03 Types II (build/expand educational facilities and equipment) and IV (environmental awareness/pro-environmental attitudes); FEnIKS.01.04.6 waste-prevention and circular-economy information/education; FEnIKS.01.05.4 protected-area capacity/management including national-park educational bases and .01.05.8 nature-protection education; and FEnIKS.02.04.10 climate adaptation and water-resource education. The underlying FEPW/FEnIKS support agreement controls project eligibility.
Other condition
The liquidity-preservation loan is limited to 2 years from project completion; it has no capital repayment grace period and must be repaid within 7 days of VAT refund to the borrower, or by the end of the loan term if the refund does not arrive. It is non-forgivable and may be a revolving limit.
Other condition
The call offers a loan, including a liquidity-preservation loan for EU-co-financed projects. Under programme §7.2(2), the loan may not exceed the total VAT value specified in the FEPW/FEnIKS project-funding agreement. This is a VAT-value ceiling, not an individual project-grant percentage.
Other condition
The route is a financing loan and the retained notice/programme do not state a hiring obligation, job titles, headcount or salary rate. The current EU guidelines conditionally recognize underlying project-personnel costs, but their project agreement-specific eligibility does not create an NFOŚiGW loan-funded job or payroll entitlement.
Other condition
The broader Edukacja ekologiczna programme budget is up to PLN 450 million, including up to PLN 380 million non-repayable and PLN 70 million repayable. The current call notice separately states PLN 70 million for this national-park loan route.
Other condition
Standard co-financing loans are not forgivable. The programme’s separate loan-forgiveness text does not apply to this instrument.
Amounts and costs8
Call budget
PLN 70,000,000

Call announcement specifies this amount from national NFOŚiGW funds for the current route. It is a pool, not an applicant or project cap.

Eligible cost
Underlying eligible costs and amounts are defined in the applicant’s FEPW/FEnIKS funding agreement. The programme’s stated cost period is 1 January 2021–31 December 2029; for loans, VAT is also treated as eligible. The 2021–2027 Ministry expenditure guidelines govern eligibility procedures and prevail over NFOŚiGW’s general cost guidelines; final eligibility is determined after approval of the EU final payment claim. Costs found eligible in the FEPW/FEnIKS agreement remain the basis for NFOŚiGW co-financing.
Eligible cost
For the underlying FEPW/FEnIKS project-cost rules, the retained Ministry 2021–2027 guidelines (current official text dated 19 May 2026) say project-personnel engagement costs may qualify when necessary by project character; eligible salary components include gross pay and employer charges; duties must be documented; and where only part of an employee’s work relates to the project, those duties must be separately identified and the salary cost apportioned. This is not a claim that the NFOŚiGW loan itself reimburses salaries: the route loan is capped by the VAT amount in the EU funding agreement, and project-specific rules/agreements control.
Grace period, maximum
18 months from project completion

Standard project co-financing loan only; not the liquidity-preservation loan, for which the programme expressly provides no capital repayment grace period.

Loan interest, minimum
1.5 percent per year; WIBOR 3M minus 100 basis points, subject to 1.5% floor

Applies to both standard project and liquidity-preservation loans; interest is serviced quarterly and the first payment falls at the end of the calendar quarter following the quarter of first tranche payment.

Loan principal, minimum
PLN 100,000

Liquidity-preservation loan under programme §7.3(3), available exclusively to national parks for EU-co-financed projects.

Loan principal, minimum
PLN 100,000

Standard project co-financing loan under programme §7.3(2), not the separate liquidity-preservation loan option.

Loan term, maximum
120 months from project completion

Standard project co-financing loan, maximum 10 years from project completion, with an 18-month grace period from project completion. Distinct from liquidity loan term.
